Zelenskiy Drives Ukraines Long-Range Strike Strategy Against Russia

KYIV, July 11 — Ukraine is no longer waiting for permission. The shift is clear: after years of pressing Western allies to lift restrictions on using supplied weapons for deep strikes into Russia, President Volodymyr Zelenskiy has turned inward, betting on domestic production to solve a problem that diplomacy could not. The trend underneath is a fundamental rethinking of Ukraine’s military strategy.

On February 11, 2025, Zelenskiy announced the creation of a dedicated “long-range impact” command within the Armed Forces of Ukraine. This new unit is tasked specifically with coordinating strikes on Russian territory, marking an official institutional shift from defensive operations to offensive reach.

From Comedy to Command

Zelenskiy’s trajectory is anything but conventional. Born January 25, 1978, in Kryvyi Rih, Ukraine, he came to power as a political outsider. A former actor and comedian, he was elected President of Ukraine on May 20, 2019, with 73.2% of the vote.

He holds a law degree from the Kryvyi Rih Institute of Economics, though his public persona was built on stage, not in courtrooms. When the full-scale Russian invasion began on February 24, 2022, Zelenskiy chose to stay in Kyiv.

That decision defined his presidency. But the war has also forced an evolution in Ukraine’s weapons strategy, one that now leans heavily on homegrown engineering.

Made in Ukraine: Palianytsia and Trembita

Under Zelenskiy’s leadership, Ukraine has developed two domestic long-range weapons systems. The Palianytsia is a drone-missile hybrid. The Trembita is a cruise missile.

These systems are not theoretical. They are operational, and they represent a deliberate pivot away from reliance on foreign-supplied arms for deep-strike capability.

Zelenskiy has consistently argued that Western allies should lift restrictions on using their weapons for strikes inside Russia. But the slow pace of that decision-making has pushed Ukraine to build its own solutions.

What’s Changing

The creation of the long-range impact command signals that Ukraine is formalizing a doctrine of preemptive and retaliatory strikes. It is no longer a matter of ad hoc operations. The command structure gives institutional weight to a capability that Ukraine has spent years quietly assembling.

Zelenskiy is married to Olena Zelenska, and the couple has two children. His background in law, combined with his wartime leadership, has shaped a presidency that began as a political experiment and has become a wartime institution.

The question now is not whether Ukraine can strike Russian territory — it already can. The question is how far its domestic production can scale. The Palianytsia and Trembita are proof of concept.

The long-range impact command is the organizational muscle. What’s changing is the balance of initiative.

Ukraine is no longer asking for the keys. It is building its own locks.
