Ukraine’s New Top General Targets Russian Energy with Long-Range Drones

Ukrainian Commander Syrskyi Directs Drone Strikes

Colonel General Oleksandr Syrskyi, who took command of Ukraine’s armed forces on 8 February 2024, has placed long-range drone strikes on Russian energy infrastructure at the center of his military strategy. Syrskyi, who replaced Valerii Zaluzhnyi as commander-in-chief, now directs a campaign that aims to degrade Russia’s war-fighting capacity by targeting the oil and refined products that bankroll the Kremlin’s invasion.

His background blends Soviet-era training with firsthand experience in two distinct conflicts—the 2014 hybrid war in Donbas and the full-scale invasion that began on 24 February 2022.

From Soviet Officer to Ukrainian Commander

Born on 26 July 1965 in Vladimir, Russia, Syrskyi moved to Ukraine and graduated from the Moscow Higher Military Command School in 1986. He served in both the Soviet army and, after the Soviet collapse, the Ukrainian armed forces.

That dual military upbringing shaped a commander who is known for a cautious approach and a focus on preserving troops. When Russian-backed separatists ignited the Donbas war in 2014, Syrskyi led Ukraine’s anti-terrorist operation there, gaining direct exposure to hybrid warfare and separatist tactics. Those instincts proved vital when Russia launched its full-scale invasion on 24 February 2022.

Syrskyi commanded the defense of Kyiv, holding the capital against an assault that many feared would overrun it. Later that year, in September 2022, he orchestrated the Kharkiv counteroffensive, a rapid operation that recaptured territory and demonstrated that Ukrainian forces could shift from defense to offense.

That victory remains his signature achievement. President Volodymyr Zelenskyy has praised his leadership, but some critics have pointed to the slow pace of progress during the 2024 counteroffensive as a cause for concern.

Drone Warfare and the Russian Oil Calculus

As commander-in-chief, Syrskyi now oversees a drone warfare strategy that relies on long-range strikes against Russian energy infrastructure—an extension of the operational thinking he applied in Kharkiv. The strikes target Russia’s oil sector, a pillar of the national economy built during the Soviet era when vast fields in Siberia and the Urals were brought into production. Moscow constructed pipeline networks that reached Europe and later Asia, making energy exports a central revenue stream.

After the 2022 invasion, Western governments imposed restrictions on Russian oil, including price caps and embargoes, which reshaped trade routes toward other regions. Nonetheless, energy sales still fund the war effort.

Syrskyi’s drone campaign directly attacks that financial lifeline, seeking to limit the revenue that sustains Russian military operations. For readers in the United States, shifts in global oil supply affect fuel costs and inflation, while altered geopolitical alignments ripple far beyond the battlefield.

Outlook: Sustaining Pressure While Building Momentum

The coming months will test whether Syrskyi’s cautious, troop-preserving approach can sustain pressure on Russian logistics while also generating momentum on the ground. The slow pace of the 2024 counteroffensive remains a point of contention among observers.

Syrskyi, with his Soviet-era training and modern-war experience, embodies the hybrid nature of Ukraine’s fight—a commander who learned warfare in a system that no longer exists and now applies that knowledge to a conflict defined by drones and energy interdependence. Whether his strategy can translate into decisive battlefield gains remains an open question, but his focus on long-range strikes signals a deliberate effort to weaken Russia’s ability to wage war without committing Ukrainian forces to costly frontal assaults.
