PETRONAS and Phoenix Petroleum sign Philippine fuel deal

PETRONAS and Phoenix Petroleum Sign MoU for Downstream Marketing and Technology Collaboration in the Philippines

On March 23, 2023, PETRONAS and Phoenix Petroleum executed a memorandum of understanding in Kuala Lumpur to work together on downstream marketing and technology solutions in the Philippine market. The agreement grants Phoenix Petroleum access to PETRONAS‑branded marketing products, notably its gasoline and fluid‑technology fuels, while enabling PETRONAS to broaden its footprint in the Philippines. The memorandum covers a wide range of downstream activities.

Phoenix Petroleum will integrate PETRONAS‑branded products into its retail network, including fuels developed through PETRONAS’ Fluid Technology Solutions. The partnership also extends to digital and sustainable solutions, with both companies aiming to enhance the customer experience at fueling stations across the country.

PETRONAS is recognised as Malaysia’s largest fuel retail network operator, whereas Phoenix Petroleum is a major participant in the Philippine downstream oil sector. The collaboration leverages PETRONAS’ technical expertise and Phoenix Petroleum’s deep local market knowledge. Statements from senior leaders highlighted the optimism surrounding the deal.

Ahmad Adly Alias, vice president of downstream business for PETRONAS’ refining, marketing and trading division, said: “To provide a smooth experience to more road users throughout the world, we will continue to innovate our range of offerings, from our award‑winning fuels generated from Fluid Technology Solutions to our new digital and sustainable solutions.” Phoenix Petroleum president Henry Albert Fadullon added: “This synergy promises to be a new experience for our customers with the technology and expertise of PETRONAS as the largest fuel retail network operator in Malaysia, combined with the deep knowledge and experience of Phoenix in terms of the local market.” The two firms are not new partners.

In 2017 they signed an initial agreement that saw Phoenix Petroleum acquire PETRONAS’ entire LPG business in the Philippines. That business is now held by Phoenix LPG Philippines, Inc., a subsidiary of Phoenix Petroleum. The 2017 transaction marked Phoenix Petroleum’s entry into the LPG market and allowed PETRONAS to streamline its Philippine operations. The current memorandum builds on that foundation, expanding the relationship beyond LPG into broader downstream marketing and technology areas.

Industry analysts note that the partnership could reshape competition in the Philippine downstream oil sector. Phoenix Petroleum already operates a network of retail stations nationwide.

Adding PETRONAS‑branded fuels and technology gives Phoenix a differentiated product offering. For PETRONAS, the deal offers a low‑cost route to increase brand visibility in the Philippines without constructing its own retail network from scratch, allowing it to rely on Phoenix Petroleum’s existing infrastructure and local expertise. The collaboration aligns with wider industry trends where oil companies invest in fuel technology and digital solutions to attract customers.

PETRONAS’ Fluid Technology Solutions are engineered to improve engine performance and fuel efficiency, while digital tools can streamline payment and loyalty programmes. Looking ahead, the memorandum sets the stage for detailed implementation plans.

Both companies will need to resolve logistics, branding and technology integration. No timeline has been announced for when the first Phoenix Petroleum stations will begin carrying PETRONAS products. Regulatory approvals may also be necessary, as the Philippine downstream oil industry is overseen by the Department of Energy, and any changes to fuel sourcing or branding must comply with local laws.

The partnership reflects a pragmatic approach to growth: instead of pursuing solo expansion, PETRONAS and Phoenix Petroleum are combining their complementary strengths. The result could be a stronger competitor in a market characterised by thin margins and intense competition.

As the deal illustrates, collaboration often yields more than confrontation. For Filipino motorists, the potential payoff includes better fuel quality and a smoother experience at the pump.
