Ukrainian Intel Chief Budanov Behind Deep

KYIV, July 7 — Kyrylo Budanov, the head of Ukraine’s Main Directorate of Intelligence (HUR), has become one of the most consequential figures in the conflict with Russia, orchestrating a campaign of long-range drone strikes deep inside Russian territory. According to the record, Budanov was born January 4, 1986, in Kyiv, and has led the HUR since his appointment by President Volodymyr Zelenskyy in August 2020. His rise to prominence came during the 2022 Russian invasion.

Officials confirmed that under his leadership, the HUR has conducted a series of operations targeting Russia’s energy infrastructure, including the January 25, 2024 strike on the Omsk Oil Refinery. That attack followed earlier 2023 drone strikes on the Ilsky and Tuapse refineries.

From the Donbas to the Directorate

Before taking command of Ukraine’s military intelligence service, Budanov served in the Ukrainian Armed Forces and participated in the War in Donbas from 2014 to 2015. That experience, officials confirmed, shaped his approach to the conflict with Russia. His appointment to the HUR post came before the full-scale invasion, but the war has defined his tenure.

Budanov is known for his assertive public stance. According to the statement, he said in 2023 that Ukraine would “destroy Russian infrastructure anywhere in the world.” That declaration has been matched by action, as the record shows a sustained campaign of drone attacks inside Russia.

Sanctions and Threats

Russia has sanctioned Budanov, and officials confirmed he is a target of assassination attempts. His role in directing the drone campaign has made him a central figure in Ukraine’s strategy to disrupt Russia’s war economy. The strikes on refineries, including the Omsk facility, are designed to reduce Russia’s capacity to fuel its military operations.

The strategic context is clear. By taking the war to Russian soil through intelligence-led drone operations, Budanov has shifted the calculus of the conflict.

The HUR’s operations represent a departure from purely defensive tactics, instead carrying the fight to Russian industrial targets.

What to Watch

Budanov’s position at the HUR remains a key factor in the trajectory of the conflict. The drone campaign against Russian infrastructure is likely to continue, as Ukraine seeks to maintain pressure on Moscow’s war economy. Western intelligence assessments will be watching closely for any escalation in response from Russian security services, particularly given the confirmed assassination attempts against Budanov himself.
