Kazakhstan’s Tokayev Urges Putin to Freeze Ukraine War

ASTANA, July 25 — Kazakh President Kassym-Jomart Tokayev has reportedly urged Russian President Vladimir Putin to freeze the war in Ukraine, a development that marks a rare public departure from Moscow’s official line on the conflict. According to the statement, the proposal would halt active hostilities but leave territorial disputes unresolved — a formula resembling the so-called frozen conflicts that have persisted in the post-Soviet space for years. The move underscores the delicate balancing act Kazakhstan has maintained since the war began on February 24, 2022.

Tokayev, who took office in June 2019, has previously aligned his country with core principles of the UN Charter. At the St. Petersburg International Economic Forum in June 2022, he stated openly that Kazakhstan did not recognise the self-proclaimed Donetsk and Luhansk People’s Republics.

The record shows that Kazakhstan has also voted in favour of UN General Assembly resolutions condemning the invasion, including resolution ES‑11/1 adopted on March 2, 2022.

A Delicate Balancing Act

Kazakhstan gained independence from the Soviet Union on December 16, 1991, and has since pursued a multi‑vector foreign policy — maintaining close ties with Russia while also cultivating relations with China, the European Union, and the United States. It remains a member of the Collective Security Treaty Organization (CSTO, established 1992, charter 2002) and the Eurasian Economic Union (EAEU, founded 2014, treaty signed May 2014, effective January 2015).

The country shares a 7,591‑km border with Russia and hosts a significant ethnic Russian minority — about 3.5 million people out of a population of roughly 19 million as of 2024. That demographic reality, combined with deep economic interdependence, makes any public divergence from Moscow’s position a carefully calculated risk.

Strategic Pressures

Kazakhstan is a major energy producer: it ranks as the eighth‑largest oil exporter globally and the top uranium producer. The war and subsequent Western sanctions on Russia have created economic pressure on Astana, which must navigate between complying with sanction regimes and maintaining its traditional trade links with Russia. The human toll of the war is well documented.

The UNHCR recorded over 6.5 million refugees from Ukraine as of early 2025. Tokayev’s proposal to freeze the conflict, if implemented, would stop active fighting without resolving the underlying territorial disputes — a model that has precedents in other post‑Soviet conflicts such as Nagorno‑Karabakh and Transnistria.

No official response from the Kremlin has been reported to date. The silence from Moscow may reflect the sensitivity of the suggestion from a close ally, or it may indicate that the proposal is still under consideration. Officials in Astana have not elaborated on the timing or the specific mechanism for implementing such a freeze.

A Potential Mediation Role?

Tokayev’s statement has drawn attention to Kazakhstan’s evolving role in the international arena. While the country has traditionally positioned itself as a neutral platform for dialogue, this is the first instance in which its leader has publicly urged a freeze on a war involving its primary security partner. Whether this signals a genuine mediation effort or a tactical move to shield Kazakhstan from further sanctions pressure remains unclear.

The war in Ukraine has caused widespread casualties and displacement. The UN General Assembly has repeatedly voted to condemn the invasion, with Kazakhstan joining those resolutions.

Now, with this latest reported initiative, Astana appears to be testing a more active diplomatic posture — one that could either strengthen its independent voice or strain its relationship with Moscow. What comes next will depend on the Kremlin’s eventual response and on whether other regional powers, such as China or Turkey, choose to endorse or undercut the proposal.
